Migrate ObservationChange, ConsensusChange, NameProposal, CommentAdd to deliver_later

Phase 4 of QueuedEmail migration to Rails native ActionMailer with ActiveJob.

Changes:
- ObservationChange: New change tracking system batches multiple field changes
  into single emails using @pending_changes and after_commit callback
- ConsensusChange: Refactored mailer to accept positional args directly
- NameProposal: Updated Naming model to call deliver_later
- CommentAdd: Updated Comment::Callbacks to call deliver_later

Deleted QueuedEmail subclasses (now dead code):
- QueuedEmail::ObservationChange
- QueuedEmail::ConsensusChange
- QueuedEmail::NameProposal
- QueuedEmail::CommentAdd

Test updates:
- observation_test.rb: Use assert_enqueued_with for all migrated email types
- comment_test.rb: Use enqueued_jobs.size instead of QueuedEmail.count
- queued_email_test.rb: Removed tests for migrated email types
- Fixed consensus_change fixture (umlaut handling)
