Merge remote-tracking branch 'origin/jdc-refactor-inat-job' into jdc-simplify-inat-import-proposed-names

- Includes refactor of `import_requested_observations` which somehow got dropped.
(Probably I didn't understand how vsCode's or Github's merge worked earlier in this branch.)
