Make `ZCMLFileLayer` compatible with PEP-420 namespace packages. (#81)

* Make `ZCMLFileLayer` compatible with PEP-420 namespace packages.

The `__file__` attribute of PEP-420 namespace packages is `None`,
but `__path__` works for both styles of packages (with and without
`__init__.py`).
