Add with-free-threaded-python option for CI matrix (#389)

Add --with-free-threaded-python option for CI matrix

Enable testing with free-threaded (nogil) CPython via .meta.toml.
Adds 3.14t to CI (Linux-only), tox envlists, and excludes cp314t wheels.

Fixes #388
