Add google tag manager.

Google tag manager is a tool that will allow AUX to customize how
analytics is handled across all of our properties without being forced
to customize every application, or ask that we do it for them.

This doesn't mean we're adding google analytics to PDC Describe. In
fact, this will allow us to easily test a couple different fully local
and private analytics options (like at
https://analytics.lib.princeton.edu).

The google tag manager privacy policy is much more strict than Google
Analytics': https://support.google.com/tagmanager/answer/9323295?hl=en
