Move is-mergeable-object and deepmerge to 'dependencies' from 'devDependencies' (#1902)

Originally is-mergeable-object and deepmerge were only used during a schema import but I now make use of the min schema/validator.js as well.

As such they need to be moved to dependencies directly.

This also adds a simple smoke test to detect failures like that in the future
