HDX-6456 - Refactor js/css bundles
- fix problem for main page template and vendor files included from ckan that were causing a new bundle&request
- cleanup hdx-icons references in code + eliminate secondary scripts block in page.html template
- remove jquery-ui + Raleway font + switch Roboto to SourceSansPro + other fonts declared in templates
- patched the CkanCustomRenderer to bundlee up css files and defer js scripts
- saved 4 requests on gotham fonts by converting the fonts to base64 and loading them in CSS
