Add an interactive tool to write/annotate dialog datasets by hand

Annotated dialogs are tricky to write because one has to keep track
of the context, and keep track of whether the assistant is slot-filling,
showing the result, confirming, or saying "consider it done" --
all of which should not affect the neural network but will affect
the user when faced with the real assistant, and hence should be
reflected in the evaluation data.
