Add a new dockerfile for a unified almond-cloud image

This dockerfile builds a single unified image with decanlp,
the embeddings, the classifier and all the dependencies.
This is significantly bigger than the previous images, but
it is easier to build, and can also be distributed on dockerhub
while complying with RHEL & CUDA licensing.
