Actually use the local copy of yarn we install.

Previously, we accidentally required yarn to be preinstalled on all platforms. Now we require it only on Windows—and only because I haven't got a Windows VM set up to troubleshoot that yet.

Also, start invoking yarn using an explicit call to node on all platforms, for consistency.
