Tweak assignee no login filters (#1388)

* Don't needinfo when unassigning inactive people on low priority/severity bugs

Instead of also considering the bug's last activity

* Consider a missing priority like a low priority for assignee_no_login

* When we are not needinfoing the triage owner about unassignments of inactive people, at least add an explanatory comment

* Add priority/severity level to the comment when needinfoing the triage owner on bugs assigned to inactive people

* Define HIGH_PRIORITY and HIGH_SEVERITY constants

* Minor refactor for do_needinfo

* Make comment nicer
