Autopropose safe transactions to withdraw fees (#58)

As the next step to automate the fee withdrawal, we automate the part of
proposing the withdraw transaction in the Safe UI.

The only remaining part after this is to post a message on slack
(https://slack.dev/node-slack-sdk/web-api) and create a biweekly cronjob

### Test Plan

Tested the `proposeTransaction` method on goerli. Would be good to test
the full script on Tuesday during the next fee withdrawl (cc @sunce86)
