fix(RBAC): do not return scope with list containg single empty string

When preparing scope object we use string.Split method and if you
provide empty string as the first parameter to this method, as result
you will get list of strings containing one element - empty string.
This way checking if the scope contains some entries becomes not very
intuitive and error prone.
