Add settings for capturing failed messages data

When PROCESS_EMAIL_LOG_FAILED_MESSAGES is True (default False), failed
messages are truncated to PROCESS_EMAIL_LOG_FAILED_MESSAGES_SIZE
(default 20K), compressed with zlib at highest settings, and encoded
with base64. This should allow developers toib better diagnose unhandled
exceptions.
