feat: changes required to provide user and group pages in Renku 2.0 (#272)

Closes #250.

Changes:
- feat: update user API endpoints to include username (#253)
- feat: add support for filtering projects by namespace (#254)
- feat: update permissions of the get namespace by slug endpoint (#255)
- feat: make all groups and user namespaces public in authz (#264)
- feat: add minimum_role param to get namespaces (#271)
