Logs if a dataset updates will overwrite previous updates (#2067)

* WIP

* Log if a record will be overwriten with stale data

* Moved the check for update with stale data to the application controller so we can use it for both the edit work and wizard form

* Use a better default value

* Added test for new feature

* Adjusted an unrelated test that checks for Honeybadger notifications

* Oops..typo

* Make the comment clearer (I hope)

* Update spec/controllers/works_controller_spec.rb
