Initialize logger and fix path to figgy folder

* Add TRACE and DEBUG level log messages
* Don't run the logger while testing, since that would cause it to initialize multiple times
* Rubocop

To compile and run this:
FIGGY_URL=https://figgy.princeton.edu be rake compile ephemera:full_reindex

To compile and run with DEBUG level logging:
RUST_LOG=debug FIGGY_URL=https://figgy.princeton.edu be rake compile ephemera:full_reindex

To compile and run with TRACE level logging:
RUST_LOG=trace FIGGY_URL=https://figgy.princeton.edu be rake compile ephemera:full_reindex
