Fix encoding for three languages

Before this commit, three languages had corrupted characters in their
English names.

This commit switches to use an ISO 8859-1-encoded language list from
the Library of Congress, which seems to be encoded more reliably than
the UTF-8 version is.

Helps with https://github.com/pulibrary/orangelight/issues/4634
