fix MPP-3863 - remove(Inteliquent) phone integration and related endpoints

- Deleted inbound_sms_iq API endpoint and all related serializers, validation, and test code
- Removed Inteliquent phone features from schema, tag ordering, and URL routing
- Updated system documentation and removed iQ provider references and diagrams
- Cleaned up all documentation, workspace diagrams, and dev instructions related to Inteliquent
