Don't limit no severity needinfo on bugs that have been filed or whose product/component has been changed since 4 weeks (#2727)

* Don't limit no severity needinfo on bugs that have been filed or whose product/component has been changed since 4 weeks

Since there are now many bugs without severity set because of this restrictive filter, rely on last activity date to surface more recently changed bugs first.

Also, this greatly simplifies the Bugzilla query of the rule.

Fixes #2725

* Remove unneeded duplicate filter on needinfo

* Normalize query numbers

* Remove filters on old-style severity
