Wizard sidebar progress  (#2033)

* First pass at toggling the sidebar progress buttons as the user goes through the wizard. Lot's of hard coded stuff, but the general idea seem to work.

* Got the logic to work for all 4 steps in the wizard, move the logic to the presenter (makes more sense than on the model)

* Got the step 3 to work as well

* Refactored the logic into smaller methods

* Reset back to their original state the steps that are de-activated

* Adds workaround for but with next/submit buttons

* Declare the request_presenter for a few more controllers

* Added tests for the progress bar in the Wizard
