fix #MPP-4466 - refactor(e2e): replace health check tags with relay-only test suite

Replace the `@health_check` tag filtering approach with Playwright projects
that define `relay-only` and `full` test suites. The relay-only suite runs
tests that only depend on Relay, restmail, and FXA. It excludes tests that
depend on external services: Monitor, SubPlat, developmentthatpays.com.
