Automatically update WebCompat Prioirty to match impact score

Only for site report bugs, not for core bugs.

Initially we didn't do this in case it over-rode manual decisions, but
we now have many cases where the priority and the score are out of
sync, which causes confusion, so automatically setting the WebCompat
Priority and letting the Priority be a manual override is a better
approach.
