feat: move git-https-server to amalthea (#1212)

This change allows the configuration of the `args` used for the `git-proxy` container in sessions.

The git proxy is being moved to the amalthea repository and now needs to be started with `[ "gitproxy", "proxy" ]` from the `renku/sidecars` container.
