fix: remove non-existent base branches from renovate.json (#4385)

## Summary

Fixes Renovate not opening any PRs automatically .

**Root cause**: `renovate.json` had `9.5`, `9.6`, and `9.7` listed in
`baseBranches`, but these branches do not exist in the repository. This
caused Renovate to fail with `WARN: Base branch does not exist -
skipping` and prevented any dependency update PRs from being created.

**Fix**: Removed `9.5`, `9.6`, and `9.7` from `baseBranches`. These can
be re-added once the branches are actually created.

## Changes
- `renovate.json`: Removed non-existent branches `9.5`, `9.6`, `9.7`
from `baseBranches`
