Add a fixture that creates dummy AWS credentials

Making this an autouse fixture guarantees that boto3 never sees any
real credentials that may exist locally.  This guarantees that no real
API calls are ever made to AWS.

This change also allows us to remove the generation of local dummy
credentials in the build workflow.
