Remove the packages collection in favor of a universal pages (#2821)

This PR refactors the page structure of the documentation website to help organize files better and be easier to navigate. The packages collection has been removed and package documentation has been consolidated into the pages collection since functionally the packages was just an unnecessary abstraction of pages.

With the new structure, nested package documentation is now being output in a new pages group called `reference` to help surface those pages instead of burying them as links in the core documentation page. Page references in documentation has also been updated to reflect these changes. 

**Additional Changes**

- `core`: Increased the contrast of palette theme tokens by changing the lighter variants from `100` to `75`.
- `docs`: Removed `currentPage` module in favor of a simple `actionClasses` function.
- `docs`: Moved data and demos into the content directory.
- `docs`: Fixed `byOrder` comparator to properly account for null conditions and negative values.
- `docs`: Order navi groups after navi links by default.
- `docs`: Added `prefers-reduced-motion: reduce` for transition duration tokens.
- `docs`: Navigation group labels are now sticky to the sidebar dialog component.
