Expand free-threaded Python support to all platforms in c-code templates

- Expand free-threaded Python CI includes from Linux-only to all
  platforms (macOS, Windows) in tests-strategy.j2
- Add future Python free-threaded variant (e.g. 3.15t) to test matrix,
  manylinux build scripts, and tox envlist
- Use startsWith() instead of exact match for future Python version
  conditions so both 3.15 and 3.15t are handled correctly
- Split twine check into separate step that skips free-threaded builds
- Add cp*t entries to manylinux tox_env_map, PYBIN filter, and --pre
  condition
- Pass with_free_threaded_python and newest_python_shortversion to
  manylinux template rendering
