Upgraded vendorized prometheus-client to 0.21.1-post1 (#913)

Details:

* Upgraded the vendorized copy of prometheus-client to 0.21.1-post1.

  A higher base version than 0.21.1 was not possible because we still
  need to support Python 3.8.

  This change picks up the fix for vulnerabilities detected by testssl.sh
  which by mistake was not in the vendorized code in exporter version
  1.7.0. The fix was in the 0.20.0.post1 version of prometheus-client
  but the vendirized copy of the code was the officially released
  version 0.20.0 without the fix in 0.20.0.post1.
