docs: fix broken cross-references in documentation (#1369)

* docs: fix broken cross-references — address review feedback

- Remove :py: prefixed roles that break Sphinx cross-references
- Qualify ambiguous :attr: references to full module path
- Fix :meth: reference in parser/property.py to use full path
- Move CHANGES.rst entry to news/1158.documentation per project convention
- Revert unnecessary changes per maintainer review

Addresses review feedback from @stevepiercy on #1369.

- Create news/1158.documentation.2 with our changelog entry
