Fixed ansible-lint errors in changelog.yaml (#1326)

Details:

* Enabled 'changelog_nice_yaml: true' in config.yaml to let antsibull-changelog
  create nicer YAML (e.g. indentation of list items is now conpatible with
  ansible-lint).

* Formatted the config.yaml file to get rid of ansible-lint errors.

* Updated the release instructions in development.rst to show the larger
  indentation.

* Since antsibull-changelog reformat still causes ansible-lint issues,
  ended up excluding changelog.yaml from ansible-lint by adding an
  .ansible-lint config file with an according exclusion statement.
