Upgrade to Rails 8.1.3 and update configuration files

Upgraded the application to Rails 8.1.3 and ran `rails app:update` to
align configuration files with the new defaults.

Summary of changes:
- Updated core configuration in config/application.rb and config/environments/*.rb,
  preserving project-specific customizations (Lando, Flipflop, Warden, and custom mailer/Sidekiq).
- Refreshed binstubs in bin/ and updated bin/setup for modern Rails conventions.
- Added new utility scripts bin/dev and bin/ci.
- Copied new Active Storage migrations required for Rails 8.1 and updated db/schema.rb.
- Added config/initializers/new_framework_defaults_8_1.rb for phased feature adoption.
- Updated environment and dependency management:
  - Upgraded Yarn to 4.16.0.
  - Updated devbox.json/devbox.lock and mise.toml.
  - Enforced Ruby 3.3.2 across .ruby-version and Gemfile.
- Realigned CircleCI configuration and .prettierignore for the new Rails version.
- Updated dependencies in Gemfile.lock and package.json.
- Fixed a RuboCop violation in config/environments/development.rb.
