Fixed check for missing dependencies by subtracting initial packages (#2209)

Details:

* This was needed because in GitHub Actions on Windows with Python 3.12
  (and only there), pipx (and its dependent packages) is initially installed.
  Not sure why they did that for just that Windows version; maybe it was
  a mistake. In any case, this caused the assumption to become invalid
  that the initially installed packages are covered by our base dependencies.

  This fix now determines the initially installed packages and subtracts them
  from the packages that are checked for missing dependencies.
