* Update dependency hanami to v3

* 1. Replaced Deprecated Class-Level format with config.formats.accept
  In Hanami 3.0, the deprecated format class method was removed. Specifying formats at the action level now utilizes config.formats.accept.
   * Changes made in: app/actions/user/show.rb and app/actions/health/status.rb
   * Updated line:

   1   config.formats.accept :html, :json

2. Added Missing dry-validation Gem
Hanami 3.0 retired the hanami-validations gem, requiring actions using parameter schemas (params do ... end) to explicitly declare a dependency on dry-validation.
  * Changes made: Added gem 'dry-validation' to the Gemfile and executed bundle install.
