Mock LDAP connection in UserFromAttributes operation spec (#400)

Mock the Net::LDAP lookup in the missing university ID test using an RSpec double. This removes the external network dependency, allowing the test to run reliably in any local environment.

Since the test is now fully mocked and offline-friendly, remove the no_ci tag so that this operation branch is automatically verified on CircleCI builds.
