chore: Make JsonLogMessagesReader::Rewind() a noop before first read

There is nothing to rewind if there was nothing read so far. This
way `JsonLogMessagesReader::Rewind()` can be called in the logs
body generator without worrying if there was anything read
already or not.

A rewind before first read had no effect even without these
changes, but now it's clearly and explicitly skipped, saving some
unnecessary operations.
