* Move the more important AI policy compliance bits to the top of the unordered list, and insert a new requirement to open an issue before work begins.

* Add more steps to issue requirements

* Add clarification and a step to link to an issue to pull request requirements

* Restructure change log requirements for clarity, adding new step for disclosing responsible AI use, and linking to references in reStructuredText markup.

* Change verb tense in PR template, and refer to documentation for details.
