* Implement anti-slop workflow for PR quality checks
- Remove useless commit-check
- Added labels `exempt` and `PR quality: good` to https://github.com/collective/icalendar/labels

* Actually remove useless commit-check

* - Remove checkboxes from Linked issue section so that it allows a user to remove one or the other, while requiring a linked issue.
- Add strict PR template sections to enforce checking of all checkboxes.
- Comment out instructions in the description. They'll still appear to humans who edit the description, but they won't appear after submitted when contributors don't understand that they can remove them.
