Add new instance method in the requests location class
to get the label of the Engineering Library
Add locales message in the requests.yml for the prompt of the suggested hodling library
and for the prompt of the suggested Engineering Library
Address some of the reek warnings/refactor long method
Disable reek warnings that are considered utility private methods
Use the location object in more methods
